It pays for a programmer to learn some photoshop/flash skills … not only you will be more detail-oriented when coding the css layout (hence less chance to drive a designer crazy or be driven crazy by those anal designer comments), but also you can make some quick changes (like cropping off 2 pixels of extra white space) without bothering a designer.
